Constitution of the Republic of Xity

The founding constitutional instrument of Xity, enacted on 25 July 2026 by the Founding Framers. It establishes the structure of government, the fundamental liberties of persons, and the financial and digital architecture of the nation.

Enactment record. This Constitution of the Republic of Xity was framed, enacted, and given force of law on 25 July 2026 by the Founding Framers of Xity: Wan Tat Mun, Averius Wan Hin Leui, and Eucius. This is the first and original edition.
Structure

The Constitution in outline

The Constitution comprises 14 structural Parts establishing the institutions of government, and 7 substantive Parts (XA through XG) that define Xity's unique currency, identity, territory, and governance architecture.

Articles 1–8
Preliminary, the Republic, and Sovereignty
Citation, interpretation, the establishment of the Republic of Xity, the supremacy of the Constitution, the amendment process, and the protection of sovereignty. No surrender of sovereignty or control of the Police Force or Armed Forces except by referendum. No amendment to the sovereignty protections except by referendum.

Articles 17–37M
The Government
The President (elected, with discretionary powers over certain Bills, investigations, and appointments), the Cabinet led by the Prime Minister, the Council of Presidential Advisers, the Attorney-General, and the Permanent Secretaries. The President acts on the advice of the Cabinet but may withhold assent to certain Bills.

The Legislature
The Parliament of Xity, with the power to enact laws, authorise expenditure, and amend the Constitution (certain Parts protected by referendum). The Speaker, Deputy Speaker, standing orders, legislative procedure, and the words of enactment of laws.

Community Rights, Judiciary, and Public Service
The Presidential Council for Community Rights (reviewing legislation for racial and religious harmony), the Supreme Court of Xity (vested with judicial power, judges with security of tenure), the Public Service Commission, the Judicial Service Commission, and the Legal Service Commission.

Financial Provisions, Emergency Powers, and Transitional
The Consolidated Fund, no taxation without authorisation by law, annual estimates, the Auditor-General, restrictions on loans and guarantees. Emergency powers with safeguards against preventive detention. General provisions including the institution of marriage and transitional arrangements.

Articles 161–165
Currency and Financial Architecture
XityCoin is the official currency and sole legal tender for government transactions (Art. 161). It is 100% reserve-backed, 1:1 against the active anchoring currency, with every coin serialised and traceable to real-world reserves. The Constitution establishes a dynamic peg managed by the Xity Financial Currency Board (XFCB). Reserves must be fragmented across multiple jurisdictions with multi-signature withdrawal controls. A sovereign guarantee (Art. 165) pledges full faith and credit to preserve the 1:1 ratio even in a catastrophic breach.

Financial Governance
The Xity Financial Currency Board (XFCB) manages the dynamic peg, determines the anchoring currency, and monitors systemic risk. The Xity Financial Board and Authority (XFBA) is the principal monetary regulator, operating the Xity Central Bank and administering the capital controls framework. A Sovereign Restitution Trust Fund is established to automatically recapitalise the system in a security event.

Digital Identity and State Platforms
Every individual is designated by a Personal Xity Wallet (PXW); every entity by a Xity Corporate Wallet (XCW). All statutory obligations are settled through these wallets. The TRUE platform is the mandatory compliance framework for entities; the You platform is the mandatory framework for individuals. All transactions are recorded on the immutable state-authorised ledger.

Capital Controls and Financial Security
An automated capital controls framework integrated into the sovereign treasury gateway. Escalating conversion fees when redemption requests exceed safe thresholds. Tiered withdrawal limits during anchor-switching intervals. The government reserves authority to algorithmically blacklist and whitelist specific serialised digital assets.

Territory and Sovereignty
Xity is a decentralised nation without fixed territory. The capital is a floating city capable of repositioning. Territory may include floating structures, artificial islands, and natural islands held by agreement. Xity may also reside temporarily within a host country. Sovereign rights extend to surrounding waters, seabed resources, and renewable energy within territorial waters.

Decentralised Governance
A Decentralised Governance System enabling direct citizen participation in legislative and administrative decision-making, operated on the state-authorised blockchain ledger with cryptographic integrity and immutability of votes. The Legislature defines which matters are subject to decentralised decision-making and the legal effect of such decisions.

Article 180
Religion and Belief
The Republic supports and protects all religions and all beliefs. No religion is established as the official religion. No discrimination on the ground of religion, belief, or race. Recognition may be refused to organisations whose doctrines involve fraud, exploitation, coercion, or serious harm.

Currency

Article 161 establishes XityCoin as the official currency and sole legal tender for all government transactions. It is 100% reserve-backed at 1:1, with every coin serialised and traceable to real-world reserves. A dynamic peg managed by the XFCB allows the anchoring currency to be switched in systemic crises. Article 165 provides a sovereign guarantee to preserve the ratio even in a catastrophic breach.
Identity
Digital identity for every person
Article 169 designates every individual with a Personal Xity Wallet (PXW) and every entity with a Xity Corporate Wallet (XCW). All statutory obligations are settled through these wallets. The TRUE and You platforms provide the compliance framework. All transactions are recorded on the immutable state-authorised ledger.
Territory

A decentralised nation without fixed territory

Article 176 establishes Xity as a decentralised nation. The capital is a floating city capable of repositioning, and territory may include floating structures, artificial islands, and natural islands held by agreement with other states. Territory may be held permanently or for a limited period. Xity may also reside temporarily within a host country on agreed terms.

Article 178 grants sovereign rights over the waters surrounding the floating territory, the seabed and subsoil resources, and renewable energy generated within territorial waters.

Decentralised governance

Direct democratic participation on the ledger

Article 179 establishes a Decentralised Governance System that enables direct citizen participation in legislative and administrative decision-making, operated on the state-authorised blockchain ledger. Every vote is cryptographically protected for integrity and immutability. No decision of the system may be inconsistent with the Constitution.

Protected provisions

What cannot be amended except by referendum

The Constitution protects its own core. These provisions can only be changed by a direct vote of the citizens.

Sovereignty protection (Article 6)
No surrender of sovereignty or relinquishment of control over the Police Force or the Armed Forces, except by referendum.
Entrenched Part 3 (Article 8)
No amendment to the sovereignty protections of Part 3 except by referendum.
